HOUSTON – Dr. Matthews joined elected officials and community leaders for a birthday celebration honoring Harris County Precinct 7 Constable James “Smokie” Phillips.

Congressman Al Green recognized Phillips for his public service and approach to community policing. Green described Phillips as a law enforcement officer who respects residents, helps people beyond the requirements of his position, and works to prevent young people from unnecessarily entering the criminal justice system.

Houston City Councilwoman Carolyn Evans-Shabazz presented Phillips with a certificate of special recognition honoring his leadership, law enforcement service and dedication to residents of Houston and Harris County.

Dr. Matthews praised Phillips’ work in the community, describing him as a front-line law enforcement leader who understands community policing and remains accessible when residents and activists need guidance.
Law enforcement officers and other community representatives also attended the celebration and offered birthday messages to Phillips.
