AUSTIN, TX – A woman has been arrested after a newborn baby was found alive in a dumpster in North Austin.

According to the Austin Police Department, officers responded to a welfare check around 1:37 p.m. on Saturday, September 20, 2025, in the 8600 block of N Lamar Boulevard. The call reported that an infant had been discovered inside a dumpster.
Austin-Travis County EMS arrived shortly after and transported the baby to a nearby hospital. Police said the infant is doing better and remains hospitalized for evaluation.
Detectives with the APD Child Abuse Unit and Crime Scene Specialists processed the scene, interviewed witnesses, and gathered evidence. Their investigation led them to identify 22-year-old Neli Dinora Rivera Felipe as the individual responsible for abandoning the child.
On September 22, 2025, Rivera Felipe was arrested and booked into the Travis County Jail. She is charged with abandoning or endangering a child, elderly individual, or disabled individual.
The investigation remains ongoing.
