Five men jailed in Harris County social media child solicitation sting, including two wanted by ICE

HARRIS COUNTY, TX – Five adult suspects are now in jail following an undercover child exploitation operation carried out by Constable Mark Herman’s High Tech Crimes Unit in partnership with multiple law enforcement agencies.

The operation occurred on October 14, 2025, at an undisclosed location within Precinct 4. Undercover officers posed as minors on social media platforms to identify and apprehend adults attempting to engage in sexual activity with children. Suspects were arrested upon arrival at the arranged meeting point.

The following individuals were arrested and charged with Online Solicitation of a Minor:

  • James Patrick Lewis, DOB 08/20/1984 – Bond: $80,000 – 174th District Court – In Jail
  • Adam Jeffry Davis, DOB 01/24/1992 – Bond: $30,000 – 339th District Court – In Jail
  • Nicholas Jimenez, DOB 03/22/1997 – Bond: $50,000 – 486th District Court – In Jail
  • Franklin Umanzor-Salamanca, DOB 10/21/1983 – Bond: $80,000 – 482nd District Court – In Jail – Also wanted by U.S. Immigration and Customs Enforcement (ICE)
  • Arturo Chino, DOB 02/20/1992 – Bond: $50,000 – 174th District Court – In Jail – Also wanted by U.S. Immigration and Customs Enforcement (ICE)

Constable Mark Herman stated, “My office maintains a firm stance against those who prey on our children. I will continue to provide resources to my detectives to identify, locate, and arrest those who victimize our most vulnerable citizens.”
