HUMBLE, TX — Dr. Candice Matthews visited Northlake Manor Apartments after residents reported being without electricity for nearly two days.

Residents showed Dr. Matthews food that had thawed or spoiled inside their refrigerators. One resident said the heat forced her and her son to stay with a relative. She also expressed concern for her dog, which was seen lying on the apartment floor.

Residents said they received several estimated restoration times, but electricity remained unavailable during the visit. One resident said vacant apartments appeared to have power while occupied units remained without electricity.

A resident also displayed a notice listing an alleged outstanding balance and disputed the amount. Dr. Matthews said some residents were receiving eviction notices after asking for help with conditions at the property.

Dr. Matthews questioned why residents were being given eviction notices while dealing with spoiled food, extreme heat and a lack of electricity.

A worker at the property said the outage was expected to be repaired that day but could not provide an exact restoration time.

Dr. Matthews said she would send footage from the property to Harris County commissioners, the county judge and the county attorney. No representative answered the management office door during the visit.
