HOUSTON, Texas — Family members and community advocates called for justice Sunday for Miguel Parra-Hernandez after he was struck by a vehicle driven by an Immigration and Customs Enforcement agent Saturday morning near Clay Road and Highway 6.
Parra-Hernandez, 48, was hospitalized and remained in ICE custody. Initial reports from the Harris County Sheriff’s Office described a possible broken leg. HCSO stated that it was awaiting a medical update.
At Sunday’s news conference, Cesar Espinosa, executive director of FIEL Houston, said Parra-Hernandez had two broken legs, including one broken in three places.
“Not just one, but he has two broken legs including one broken in three places,” Espinosa said.
Authorities said the incident occurred during an ICE pursuit in which two men left their vehicle and fled on foot. ICE said agents were attempting to arrest another man, Jose Mendoza-Cervantes, and alleged that Parra-Hernandez ran in front of an ICE vehicle and was struck.
Espinosa disputed that account, saying video showed Parra-Hernandez running away from an unmarked vehicle. He called for criminal charges against those responsible and transparency from all agencies involved.
Espinosa also alleged that agents waited about 10 minutes before calling emergency services. ICE said it immediately contacted emergency medical services and provided aid. The agency described Parra-Hernandez’s injuries as non-life-threatening and said he was in stable condition.
Other speakers called for Parra-Hernandez’s release from ICE custody and an end to ICE operations in Houston. Espinosa said FIEL was working to find him an attorney and planned additional actions at the city and county levels.
HCSO is investigating the crash.
