Dr. Matthews visits Legacy Apartments after residents report alleged slumlord conditions

HOUSTON, TX – Dr. Matthews visited Legacy Apartments, located at 3905 Lockwood Drive in northeast Houston, after residents raised concerns about what they described as unsafe and deteriorating living conditions. During the visit, one tenant alleged ongoing water leaks, mold, electrical issues, and damage to personal property, while also describing an eviction dispute that she said is pending in court.

The tenant told Dr. Matthews she has been living without full electrical service, with only one working outlet in her living room, and claimed water intrusion led to mold throughout her apartment. She also alleged the apartment complex failed to properly address the reported issues despite complaints and visits from city officials.

During the visit, Dr. Matthews said she observed what she described as multiple housing concerns and referenced city citations associated with the property. She said she plans to notify additional City of Houston departments and elected officials to seek further enforcement and inspections.

Dr. Matthews also attempted to speak with apartment management about the residents’ complaints, but the property manager said she had been instructed to provide a phone number for the owner instead of answering questions. Dr. Matthews later called the number provided, but there was no answer.

Other residents also complained about problems with their apartment, which included mold.
