WILMINGTON, Del. – Delaware State Police arrested 68-year-old David Tillman of Chester Township, Pennsylvania, for his sixth offense DUI after responding to a disabled vehicle on I-95.

On August 30, 2025, at approximately 10 p.m., troopers were called to I-95 northbound near Marsh Road in Wilmington for a tan Ford Explorer that had driven off the roadway. Upon arrival, they contacted Tillman, who was standing outside the vehicle. Troopers recognized him from previous encounters, including a recent DUI arrest.
According to investigators, Tillman displayed signs of drug impairment and refused to perform Standardized Field Sobriety Tests. He was taken into custody without incident. A computer check confirmed five prior DUI convictions.
Tillman was transported to Troop 1, arraigned at Justice of the Peace Court 11, and charged with 6th Offense DUI. He was committed to the Howard R. Young Correctional Institution on a $10,001 secured bond.
