Frankford man arrested in Ellendale for 7th offense DUI, other charges

ELLENDALE, DE – Delaware State Police arrested 64-year-old Garry Phillips of Frankford, Delaware, on his 7th offense felony DUI and additional traffic charges following a late-night traffic stop.

According to investigators, the incident happened on September 9, 2025, around 9 p.m., when troopers observed a silver GMC Yukon traveling eastbound on Milton-Ellendale Highway near Sharon’s Road. The vehicle was seen slowing down, speeding up, and driving in the middle of the road.

Troopers pulled the Yukon over and identified the driver as Phillips, who showed signs of impairment. After administering Standardized Field Sobriety Tests, troopers placed him under arrest for driving under the influence. A computer check revealed Phillips had six prior DUI-related convictions and a suspended driver’s license.

Phillips was transported to Troop 7, where he was charged with:

  • 7th Offense DUI (Felony)
  • Driving While Suspended or Revoked
  • Failure to Remain in a Single Lane

He was arraigned by Justice of the Peace Court 7 and committed to Sussex Correctional Institution on an $8,501 cash bond.
