Three arrested in Indiana human trafficking investigation tied to massage parlors

KOKOMO, IN – A multi-agency investigation into human trafficking led to the arrest of three individuals on felony charges following the execution of multiple search and arrest warrants across Indiana on October 15, 2025.

The fourteen-month investigation, spearheaded by the Indiana State Police Peru and Indianapolis Posts, revealed that several massage parlors were being operated as fronts for prostitution. Arrest warrants were issued by the Howard County Superior Court II for Yanyan Zhao, 35, and Xingchen Li, 36, both of Noblesville.

Search warrants were executed at the following locations:

  • Sun Spa, 608 E. Markland Avenue, Kokomo
  • Dahlia Spa, 2717 E. 56th Street, Indianapolis
  • Sunflower Spa, 5320 Madison Avenue, Indianapolis
  • 16264 Red Clover Lane, Noblesville
  • 320 Uxbridge Lane, Carmel

Zhao and Li were arrested without incident and remanded to the Howard County Jail. They are both charged with:

  • Corrupt Business Influence – Level 5 Felony
  • Promoting Prostitution – Level 5 Felony

A third individual, Hui Li, 56, was also arrested at the Clover Lane residence and charged with corrupt business influence (Level 5 Felony).

Authorities recovered one adult trafficking victim during the operation. The victim was provided shelter and services by the Department of Homeland Security, the Indiana Trafficking Victims Assistance Program, and the Howard County Prosecutor’s Office.
