DOVER, DE – Delaware State Police have identified 14-year-old Reis Yoc-Santos, of Dover, as the teenager who died following a fatal crash involving a school bus and an electric bicycle on Friday afternoon. The bus moved into the right-turn lane to turn onto Royal Grant Way while an electric bicycle, traveling on the adjacent paved sidewalk, continued eastbound without stopping at a posted bicycle stop sign at the intersection. ELLENDALE, DE – Delaware State Police arrested 64-year-old Garry Phillips of Frankford, Delaware, on his 7th offense felony DUI and additional traffic charges following a late-night traffic stop. According to investigators, the incident happened on September 9, 2025, around 9 p.m., when troopers observed a silver GMC Yukon traveling eastbound on Milton-Ellendale Highway near Sharon’s Road. The vehicle was seen slowing down, speeding up, and driving in the middle of the road. Troopers pulled the Yukon over and identified the driver as Phillips, who showed signs of impairment. According to the Delaware State Police, 26-year-old Jamiyah Dennis of Boothwyn, Pennsylvania, and 19-year-old Kaliyah Barnes of Newark, Delaware, were taken into custody on September 8, 2025, following an undercover operation by Troop 2’s Drug Task Force. A pedestrian was walking northbound in the southbound lanes of South Dupont Highway, just south of Pulaski Highway, when an unknown vehicle struck the individual. The truck displayed a temporary tag that had expired in February and had been flagged as not valid for operation on public roads. SMYRNA, DE – Delaware State Police have identified 59-year-old Joseph Laclair of Clayton as the man who died in a motorcycle crash Friday morning in Smyrna. On Sept. 5, 2025, at about 4:16 a.m., a Yamaha X1A was traveling eastbound on Smyrna-Leipsic Road, east of Big Oak Road, when it failed to negotiate a curve and left the roadway. The motorcycle entered a ditch, struck a culvert pipe, and the driver was ejected. Laclair was transported to an area hospital, where he was pronounced deceased.
