HARRIS COUNTY, TX – According to Constable Mark Herman, deputies responded to a vehicle crash in the 12200 block of Jones Road at approximately 5:14 p.m. on September 6, 2025.
Investigators determined the at-fault driver fled the scene without providing any information. Deputies located the suspect nearby and identified him as Joseph Howard, a convicted felon.
Howard was arrested and booked into the Harris County Jail on a charge of failure to stop and give information. His bond was set at $5,000 by County Court 7.
