Teenager killed in crash involving school bus and electric bicycle in Dover

DOVER, DE – Delaware State Police have identified 14-year-old Reis Yoc-Santos, of Dover, as the teenager who died following a fatal crash involving a school bus and an electric bicycle on Friday afternoon.

The incident occurred on September 12, 2025, around 4:00 p.m., as a school bus was traveling eastbound on West Lebanon Road near the intersection with Royal Grant Way. The bus moved into the right-turn lane to turn onto Royal Grant Way while an electric bicycle, traveling on the adjacent paved sidewalk, continued eastbound without stopping at a posted bicycle stop sign at the intersection.

As the bus turned, the e-bike entered the intersection and struck the passenger side of the bus.

Yoc-Santos, believed to be the passenger on the e-bike, was transported to a local hospital where he was pronounced deceased. The 16-year-old operator of the e-bike, from Camden, Delaware, sustained serious injuries. Neither individual was wearing a helmet at the time of the crash.

The bus driver, a 75-year-old man from Magnolia, was not injured. The bus, operated by the Caesar Rodney School District, was transporting 21 elementary-aged students, none of whom were injured.

The roadway remained closed for approximately four hours while the Delaware State Police Troop 3 Collision Reconstruction Unit investigated and cleared the scene.
