Man already in jail charged in 2021 fatal shooting, car theft outside southwest Houston apartment

HOUSTON, TX – A suspect has been charged with capital murder in connection with a 2021 fatal shooting and vehicle theft outside a southwest Houston apartment complex.

Shannon Washington, 46, was charged in the 232nd Criminal District Court on September 25. He is currently in custody with the Texas Department of Criminal Justice (TDCJ) on an unrelated charge. A 2022 booking photo of Washington was released with the announcement.

The victim, 28-year-old Dave Stephens, was shot and killed around 3:40 a.m. on April 18, 2021, in the 2900 block of South Gessner Road. According to Houston Police, Stephens and his girlfriend had just arrived at their apartment complex. After dropping her off near the unit, Stephens went to park their white Nissan Rogue. Moments later, gunshots were heard. His girlfriend looked outside and saw Stephens had been shot.

The vehicle was stolen and later found abandoned in north Houston.

Following a lengthy investigation, forensic evidence from the Harris County Institute of Forensic Sciences, Houston Forensic Science Center, and Texas Department of Public Safety Crime Lab led to the identification of Washington as the suspect. He was charged while in state custody.
