Governor Abbott reappoints 14 members to Texas Health Services Authority Board

AUSTIN, TX – Governor Greg Abbott has reappointed fourteen individuals to the Texas Health Services Authority Board of Directors for terms set to expire on June 15, 2027. The board is responsible for overseeing the coordination and implementation of health information exchange across Texas.

The reappointed members are:

  • Victoria Bryant, Pharm.D. (Houston): Founder of Ambassadors Caregivers and president of the Faith, Hope and Joy Foundation. She is a fellow with the American Leadership Forum and Leadership Houston Class 31. She holds a Doctor of Pharmacy from the University of Houston.
  • Shannon Calhoun (Goliad): Chief revenue officer at IV Ensure and former CEO of Southeast Texas Health System. She has held leadership roles with Aledade and Caravan Health. Calhoun holds a B.S. in Agronomy from Texas A&M University.
  • Salil Deshpande, M.D. (Houston): Chief medical officer for UnitedHealthcare Community Plan of Texas. He is affiliated with multiple medical organizations and serves on several nonprofit boards. He earned his M.D. from Baylor College of Medicine and an M.B.A. from the University of Pennsylvania.
  • Lacey Fails (Hollywood Park): Healthcare administrator with over 20 years of experience. She is affiliated with professional healthcare associations and holds degrees from Texas A&M University-Commerce and Texas Tech University Health Sciences Center.
  • Calvin Green (Austin): Deputy executive commissioner of data, analytics, and performance at the Texas Health and Human Services Commission. He holds a B.S. from Texas A&M University-Commerce and an M.P.A. from the University of North Texas.
  • Jeffrey Hoogheem (San Marcos): Director of the Center for Health Emergency Preparedness and Response at the Texas Department of State Health Services. He is a retired U.S. Army helicopter pilot and holds degrees from Embry Riddle and Liberty University.
  • Kenneth James (Volente): Chief Operating Officer at Superior HealthPlan. He is active in community service and serves on multiple internal committees at Superior. He earned a B.S. in Computer Information Systems from Tarleton State University.
  • Kourtney Kouns (Seymour): Regulatory and quality coordinator at United Regional Health Care System with two decades of clinical and informatics experience. She holds a B.S. in Nursing from Texas Tech and an M.S. in Healthcare Informatics from the University of Colorado Denver.
  • Jerome Lisk, M.D. (Lantana): Neurologist and clinical trial investigator with leadership roles in national and international medical organizations. He earned his M.D. from Virginia Commonwealth and is currently pursuing graduate degrees from UT Dallas.
  • Leticia Rodriguez (Monahans): CEO of Ward Memorial Hospital and active member in local economic and civic organizations. She holds a B.S. in Organizational Management from Lubbock Christian University.
  • Jonathan Sandstrom Hill (Austin): General counsel for Capital Commercial Investments, Inc. and board member of Recycle NOW. He earned his J.D. from Georgetown University Law Center.
  • Cynthia Stinson, Ph.D. (Lumberton): Registered nurse and educator with certifications in geriatric nursing and oncology. She holds a Ph.D. from Texas Woman’s University.
  • Wes Tidwell (Melissa): President of Baylor Scott and White Medical Center – Centennial. He holds dual master’s degrees in Business and Healthcare Administration from the University of Houston.
  • Carlos J. Vital, M.D. (Friendswood): President and CEO of Vital Allergy & Asthma Center and assistant professor at Texas A&M College of Medicine. He serves in leadership roles in several medical societies and holds his M.D. from Louisiana State University.
