HARRIS COUNTY, TX – Harris County Judge Lina Hidalgo provided an update on the county’s procurement reform efforts Tuesday, highlighting ongoing challenges and renewed commitments following revelations of noncompliance.

According to Judge Hidalgo, the Harris County Auditor’s Office released a report nearly 15 months ago showing county departments had failed to meet basic procurement standards. In response, Commissioners Court approved major reforms in April 2024, marking the first overhaul of the procurement system in 50 years.
However, a new report from the independent Auditor’s Office earlier this month revealed that no contracts from the Harris County Flood Control Department have been processed under the updated system.
Judge Hidalgo stated she remains committed to ensuring the reforms are fully implemented and institutionalized across all departments.
“An unaccountable procurement system leaves the county and its leaders vulnerable to accusations of impropriety,” said Hidalgo. “The community helped us bring this issue to light last year, and we need the public’s continued attention on this to get the reforms implemented once and for all. Harris County should meet the standards that every other county and government entity meets.”
She added that she looks forward to working with her colleagues, county departments, and the community to complete the reform process.
