HOUSTON — U.S. Rep. Sylvia Garcia sharply criticized the tactics used during the fatal ICE shooting of Lorenzo Salgado Araujo, arguing officers should not have fired at the driver if they believed the vehicle posed a threat.

Speaking Friday during a news conference, Garcia said the incident is about more than a single shooting, calling it a matter of protecting constitutional rights, civil rights and human rights.
“This is about making sure that human civil rights are protected, human rights are protected. Constitutional rights are protected in this country, as it is today, here in our country, in our city,” Garcia said. “But it could be any other city.”
Garcia said similar concerns have emerged in other parts of the country involving ICE operations and argued the agency has failed to learn from those incidents.
“We have learned some lessons. Apparently ICE has learned nothing,” Garcia said.
She also questioned the decision to fire at the vehicle during the encounter.
“They really think that a car is going to hurt somebody. Even a kid would tell you, ‘You shoot the tires, you don’t shoot the driver,'” Garcia said.
Garcia made the remarks during a joint news conference with Harris County District Attorney Sean Teare and attorney Hugo Baldera-Ybarra, who represents the passengers who were detained by ICE following the shooting. Officials also discussed ongoing fact-finding efforts and recent developments in the investigation into Salgado Araujo’s death.
The fatal shooting remains under investigation by federal authorities, while local officials continue their own review of the incident.
