TEXAS – A formal complaint filed against Judge Roland C. Andrade of the 63rd District Court in Val Verde County has been accepted for review by the State Commission on Judicial Conduct, according to a public statement from Dr. Candice Matthews.

According to the statement, the complaint has been assigned Case No. CJC No. 26-0884 and is now under review and investigation by the commission, which oversees judicial conduct in Texas under the Texas Constitution and state law.


The commission is responsible for reviewing allegations involving judicial misconduct, abuse of authority, and violations of judicial ethics. Under Texas Government Code §33.033, the commission does not publicly disclose details or identify judges during the investigative phase.
A video recorded outside a courthouse in Del Rio shows an individual alleging corruption involving Judge Roland C. Andrade and urging others with evidence to contact Dr. Candice Matthews regarding a complaint already filed against the judge.
Dr. Candice Matthews stated that the complaint is part of a formal judicial oversight process and indicated that additional information may be released publicly at a later time.
Benjamin Lopez, also referenced a separate case in Harris County, stating that a probable cause affidavit alleged he took seven motorcycles from a named individual, while an indictment listed one motorcycle. He further stated that the case was later dismissed after he pushed for a trial, against the advice of his attorney who he says was upset he would not take a six-month jail sentence, and alleged misconduct involving grand jury proceedings.
