Jefferson County judge accused of overreach and retaliation amid electioneering investigation

JEFFERSON COUNTY, TX – A series of allegations involving Joseph Guillory II, Justice of the Peace for Jefferson County Precinct 2, have raised questions regarding jurisdiction, due process, and alleged retaliation, according to statements and materials provided by Dr. Candice Matthews.

The allegations center on actions taken after a case was dismissed with prejudice by the Port Arthur Municipal Court. Under Texas law, a dismissal with prejudice permanently bars the matter from being re-litigated. Despite that disposition, Judge Guillory is alleged to have proceeded as though the case remained active, prompting concerns about jurisdiction and due process.

It is further alleged that Judge Guillory attempted to change venue on the dismissed matter, despite the court no longer having lawful authority over the case.

Additional allegations involve representations regarding Judge Guillory’s prior law enforcement experience. Materials reviewed by Dr. Matthews allege that Judge Guillory did not serve as a deputy sheriff in Louisiana, but rather as a reserve officer with the St. Tammany Parish Sheriff’s Office. Based on these findings, notifications were made to federal authorities, including the Federal Bureau of Investigation, citing concerns related to misuse of official insignia and potential civil rights implications.

According to the allegations, following notification of federal authorities, Judge Guillory scheduled a court appearance that conflicted with Dr. Matthews’ appearance before Dianne Curvey in the 280th District Court in Harris County, actions characterized as retaliatory contempt proceedings.

Jefferson County later dismissed all claims related to the actions attributed to Judge Guillory.

Judge Guillory is currently a candidate for re-election and is reportedly under investigation by the Texas Attorney General’s Office for alleged electioneering.
